My two year old dog, was attacked when she was just a puppy.(we have 2 doxies) Now when a strange dog comes by she cry's like she is being bit and is afraid. How do I break her of this?

We started using a Dremel on our 2 dogs, we spread peanut butter thin on a wooden spoon and my husband holds the dog and let them lick the spoon to occupy them do there nails. We really like the dremel so much better then using the clippers, less stress for all of us including the dogs.
