    She will go, I promise you. You just have to catch her when she needs to go. Watch her habits. If you can't find a schedule she goes on, (I never ever did find one No matter how hard I tried) then set a timer and take her out regularly, without fail. A slip or two and you will start all over...

    I wouldn't think it would harm him, though maybe if you raised his water bowl up? Could be his drinking angle. Another possible option could be a water bottle (like the ones they use in crates). He would only be able to get out a limited amount at a time, more work for him.
