Our neighbor has a dog that is not quite a year old yet. They keep her on a chain without shelter, blankets, straw or food. I have been feeding her for over 3 weeks now. Called Animal control on them, the next day, they went and picked her up, just so that she can go back on the chain. It has been around 17 degrees here at night. I wish we had the space for her in our house. I can see her out of my kitchen window and it makes me cry. Not sure what else I can do. :(
